3. I have seen proud boys motorcycle gangs in Claiborne Co.

wearing Nazi style helmets and running in a pack of maybe 15.
It's a deep red county, and borders remote east KY.
There would certainly be many infractions of the mandate in Claiborne as well as the neighbor county, Grainger.
