Federal laws. This state v. centralized system "debate" has been around since the dawn of our country, beginning with Federalists v. Jeffersonians. The real aim of course it for states to protect whatever institution they want to keep - slavery, segregation, etc.
Side note: As a Texan (I do not live there now), geez, am I SO tired of the state thing. :/
