School boards, accustomed to operating without much democratic input and to winning elections with minuscule turnout, are reacting to the sudden spotlight...

The author conveniently forgets that it is the rethugs who prefer to operate without much input and also rely on that low turnout to win control of said boards. Cute wording, but also obvious. As is the pandering to the author's base over an incident that was cleared in court. The desperation of the 'piranha pool' to find things to swarm over is getting even more insane if that was possible.
