7. I don't know who may own or run the licensing offices or how it's decided who gets the "franchise" from.....

.....the state. Good question. Neither the licensing or the change to liquor stores happened during a republican administration, we haven't had a Repub governor since 1985. The liquor thing happened after a public referendum with the voters going for the change, having been sold a bill of goods, by the aforementioned Costco, about convenience and lower costs. Prices went up almost immediately.
