Some counties such as Dodge, Brown and Fond du Lac may have unadjusted data — they and others have significant prison populations.

i believe census data includes prisons.

Those counties might move up.

Brown County has Green Bay itself.

Dodge County has 3 full state prisons (correctional facilities).
