2. One problem with cutting staff

is that it does no good for staff morale, which then makes it much harder for those same staff and supporters to be motivated to go out and campaign.

I don't disagree with the whole "voter-centric" stuff at all, but it is poorly worded. Management speak is not how you get voters to pay attention.
