2. They've not been ditched in Scotland (yet, anyway).

They're still planned to come into action on 1 October.

The Welsh government will decide next week whether to bring in its own passport arrangements:

Vaccine passports still being considered for nightclubs in Wales after plan is scrapped in England

Despite some early hiccups, Northern Ireland's had a passport app since late July (printable PDF versions are also available).
