I quoted that twitter account myself today. But "cheating foreigners is a core part of the job"? Wow. But 177k followers, and no obvious "you do know this is fake?" remarks in a cursory Google search, so I suppose it is real. Quoted in a Guardian editorial, by now.

It's fundamentally xenophobic. A myopic Little Englander view, where people hate you always, so therefore you have to fight them always. Maybe the problem is that more or less everybody he knows has hated Cummings since he was a boy, for well-justified personal reasons, so he assumes that the world is pretty much "everyone hates us" (and unfortunately, his actions help that be true). Cameron's description of him as a "career psychopath" still holds up well.
