2. It's common sense

I think PA is a state where a similar number of people vote for the D and R in congressional elections, yet in number of the seats, the Rs have a 2/3 majority. That's just wrong. I understand there can be a very popular D incumbent in a large district but still, if half the state votes for either party, that should be reflected in the House as well.
