Centering a photo on my desktop? [View all]

When I want to put a photo on my desktop from my files or online,
I'm given the choice between
'centered', 'tiled', 'fill', 'stretched', and 'stretched proportional'.

Even though I click on 'centered':

When I use Windows Live Photo Gallery, it always displays the photo as centered but 'stretched'.

“Microsoft announced that the product will no longer be supported or be available for download after January 10, 2017.”

Is there a good replacement?

When I use IrfanView, or any other photo 'tool, it always displays the photo as 'tiled'.

What's going on?
