PhotoFiltre is a relatively small, free photo editor. It's kinda handy because it's quick with popular functions.

GIMP is a full-featured photo editor, but it's large, complex to learn, yet very good.

I don't know of an online editor, but I did use one a few times, just Google until you find the functions you need.
