And thank you for a detailed post on the problem.

I just checked my Win 10 computer and consulted the best authority in the universe on Windows services - Black Viper. It looks like this service should run automatically on boot on all versions of Windows from Vista (and probably XP) onwards.

I wonder what causes the service to glitch so that a restart is necessary. I've never had to do this. I'm really glad you have found a solution. Well done.
