Perhaps at 69 Senator Kerry may be thought to not be able to keep up with the constant rigors of this post. I recognize how fit he is, but Clinton seems to look so exhausted at times. Rice is a lot younger, it may be thought she could handle the pace of the position better. There may be other reasons as well, the desire to put a minority, or a woman in this position could also be a factor. And, these coupled with her experience could make her more appealing. I am just speculating here, as it is hard to know exactly what attributes or experience the President is considering in his choices.
