It's actually not desirable anywhere.

It's dangerous and stupid, especially since it appears that the Potemkin "renewable energy" schemes used to greenwash the coal dependence in Chinese hydrogen, tiny as they are, are in danger of blowing up because of the poor reliability of so called "renewable energy."
