It was a fantasy, much like Bill McKibben's fantasy that tearing the shit out of all the world's wilderness to make industrial parks for solar and wind would cause carbon dioxide levels to fall. He apparently never bothered to learn much about science or engineering, but nevertheless generated a lot of fans of his "ideas" such as they were.

The results of adoption of his popular rhetoric are in and reported in the OP.
