In the rest of the country counties have far more authority. In New England, not so much. Nearly every government function is at the town/city level. The courts are both in county seats and in district locations, which is a way of saying population centers rather than just the county seat.

Thus the important functional walking distance is to the town/city center rather than the county seat.
