2. It clearly says "up to 55 mph", average speed is much lower, even for auto traffic

US Interstate Highway speeds for DC area is only 43 mph, and some people go much faster, but average speed includes NOT only the opt speed but also Zero mph when the car is stopped.

LA Average Speed for automobiles is only 26 mph, if they is no other traffic (i.e. even true average speed is even lower) yet top speed can be 55 an even 65 mph.
