BOSTON — The First Circuit upheld a law that bans cockfighting matches in Puerto Rico in a dispute brought by a group of gamecock owners, breeders, private fighting enthusiasts and others who claimed the regulation violated their First Amendment and due process rights and the Commerce Clause of the U.S. Constitution.
