$15,000 Reward Offered for Information Leading to Arrest of Man Who Dragged Dogs Behind Car [View all]

DEKALB COUNTY, GEORGIA -- A $5,000 reward is being offered to anyone who can provide information that leads to the arrest and conviction of a man who dragged two dogs behind his car for a mile. (Reward is now up to $15,000)
Halo House for Dogs and Georgia Animal Rights and Protection are the organizations offering up the reward.
The suspect's car is being described as a dark four-door sedan that is believed to be a 2008-2012 Chevy Malibu, according to investigators.
In surveillance video from the scene, authorities say the driver can be seen wearing dark pants, a white baseball cap, and a dark gray top with a white logo on the chest and white writing on the back.
It happened on Sept. 13 around 8 p.m.
Video from a security camera in the parking lot of the Redan Recreation Center off Phillips Road near Lithonia shows a car pull into the parking lot.
