In the past week Joe also discussed enforcing sanctions on the black fleet ships transporting oil. If the fleet is disrupted or if the price of oil falls below the $60 per barrel cap, then it's possible that the reserve fund could be depleted by the end of next year. However, with the price of oil hovering around $75 a barrel it will require decades before the assets in the reserve fund are depleted.
