No, it's not "deliberate" it's (sadly) unavoidable due to the nature of war and collateral damage. The civilians themselves are not the intended target. The decision on where to bivouac and build tunnels has always belonged to Hamas. They knew what they were doing. They calculated wrong. Blame Hamas. They deserve only blame, not excuses or free passes.
