on page 101 of the report.

The report states that they found the actual, statutory definition in the text of the Geneva Convention “overly cramped”.

They cribbed and cobbled together decontextualized phrases from an IJC dissenting opinion from an earlier case (Croatia v Serbia) and came up with their own definition.
