Wouldn't it save the mysterious lizard overlords a lot of effort to simply order one Port Authority structural engineer to declare the buildings unsafe for habitation after the impacts and fire, and then simply demolish them 'normally'?

And then cast a steely lizard gaze at the insurance adjustors and order them to declare the buildings a total loss, and pay up?

I'm not clear why the smoke stained, hole-punched condemned buildings, later demolished to pomp and circumstance, doesn't solve all the purposes you have ascribed here WRT a pearl-harbor-like casus belli? Help me out, I'm not good with conspiracies.
