It is surprising China and Russia lag so far behind the USA in this alleged mind-control technology. THE ACCUSATION IS UNFAIR BECAUSE THE TECHNOLOGY DOES NOT EXIST AND THE CIA DOES NOT CONDUCT MANY ACTIVITIES IN THE USA, WHERE JIM JONES BEGAN HIS ATROCITIES.
