The Towers were at 95% capacity when they were destroyed. That's full occupancy to deal with people moving in and out.

The asbestos issue was only forty floors of one of the towers, as I recall. The abestos was long in the process of being taken out as tenants moved in and requested it.

Silverstein was forced by the Port Authority to take that much insurance on the towers. He tried to get a policy far lower than what he wound up with. Some motive.
