One of their tricks is an old one, usually used towards the end of the fiscal year to improve the budget line.
They put people on "administrative review", meaning the money stops until the person can successfully re-prove their eligibility for the program, often months down the line, thanks to all sorts of paperwork/appt. "screwups".
In many cases, the victims cannot get back on the program.

what they don't tell people is that if you appeal the decision within 30 days, you get a certain number of months with no check cutoff, and you can even get back pay for any loss of coverage if you win the appeal.

I used to work for Legal Services, challenging cut offs in mandated services, got to see all sorts of games, and had access to all the "rule books" that most clients don't even know exist.
Now a lot of information is on online, if someone knows where to look.
