health and medical staff who were already exhausted, breaking down physically and mentally from overwork, stress and trauma. Quite a few said they intended to leave the profession.

Altering the views of so many defiant, uncooperative and ignorant humans is an enormous challenge. I really doubt it can be achieved, and in time, esp. given the possibility of new, deadlier variants. Ugh!
