1. Any state whose hospitals reach 80% capacity, should be declared an emergency by the President.

Because neighboring states are affected when taking the overflow. A national emergency affecting a region.

Not what sure what the President can do but it would be a national emergency, so maybe he could demand vaccinations, indoor mask wearing in public spaces, etc. Maybe halt interstate traffic as an extreme. Recruit healthcare workers with financial incentives from other states.

Hire the Mormons to suggest food storage strategies.

Do the total opposite of the former guy's actions, which would be doing something instead of nothing.
