2. I went through 10 years of dementia, assisted living care with my mother.

Possible responses. Find the health care nurse or whoever. Explain what is happening and ask if you are able to call that office to verify that there is nothing going on that needs immediate attention and that there have been no significant changes in her health.

Does she have a relative that is in charge of her affairs?

I am surprised your friend has phone access now. That may have to be restricted to incoming calls.
