Don't feel discouraged if your state administers the federal program. That's what my state does and it seems to have more to do with where the payments go than anything else. Somewhere on the site I also got the name of a local insurance agent who helped me get all the paperwork together and sent it in. The whole procedure took about 2 weeks from start to finish.
