Muscle conducts electricity better (more water) than fat does. The scale sends a small, unnoticeable current into one foot, it travels up your leg, across to the other leg and back through that foot to the scale. It uses that and age, gender, weight, height to calculate a number. The method is not horribly accurate, so it is better used as a relative, rather than absolute indication. You should weigh yourself at the same time of the day, having as much the same (hydration, food intake, skin dryness) as possible.

What I do is to weigh myself in the morning right before taking a shower, (having taken care of other needs first). That should be my lowest weight of the day and I feel that skin dryness will be more the same before showering. Some scales recommend after showering, but some mornings, I'm more prone to lingering in the shower...
