1. Orange tree can bloom all year round, though they do have a major season

From growing up in Florida around citrus - and being allergic to the fragrance of orange blossoms, I know this all too well.

If the weather is strange. Has your tree had enough water? That's the only thing I can think of off the top of my head for why the fruit would be small and hard.
