and Paco walks around, today he went across the street and then came back. Peanut just stood by the door but I let her there because she likes the sun

There is a guy down the street who has yelled at me for doing this because he says that if " If they come over here and bite my dog he will really hurt them" (poor Paco has trouble eating hot dogs now. I have to cut them up really small and feed them to him. I also have to feed Peanut a lot of the time.) I have never had a dog come after my dogs. Not one dog in this neighborhood has ever caused a problem. I remember having them on leashes a while ago and he saw me and went down another road.

This guy keeps his dog on a harness like people who are blind use. Now I am thinking he beats his dog. I've seen it before when there was a real jackass who doesn't live here any more whose dog did run after them barking like he wanted to kill them. They were with me and were not roaming at all.

I really want animal control to check his house to see if he beats the dog and then uses him for fights. The dog is a really big Labrador.

Would this be wrong of me, or would animal control tell me what to do.
