Many dogs are. The halter probably gives him better control of his dog when it gets reactive. Another dog in their yard can really set off reactive dogs. Most likely he's just trying to help prevent further aggression from his dog by asking you to keep your dog out of his yard.

I wouldn't think there's any reason to suspect cruel treatment, unless you've witnessed incidents.
