He doesn't want your dogs coming over does not equal he beats his dog. You reporting him to animal control for no apparent reason doesn't seem like a good idea.
It's not going to make him like your dogs more.
And maybe he is concerned about his dog biting yours, since yours are small and they are venturing into his dog's territory.
