It is long and rambling and will not help you if your cause is honest. If you would like some discussion of the police brutality you experienced, you should stay focused on that event. Present the facts in precise terms, detailing your efforts to seek justice.

You said that you did not file suit because you feared your father. While facts like this are relevant, a brief summation of an abusive
childhood would suffice.

If you are looking for advice one what to do next, I would suggest you take the time to write your experience in a presentation type document. Stick mainly with the facts. Footnotes can be used if you need to elaborate. Then you should try some pro bono law sites to see if someone will take your case. Also if there are any Law Schools near you, they often operate help centers using law students. Good Luck
