1. I'm wondering how much of this pro-pot shift has to do with

a simple shift in demographics. There is a critical mass of people in the population who came of age in the 60s and beyond and tend to not buy the "sky is falling" anti-pot stuff. The older generations who were susceptible to such propaganda, and who had less first-hand experience with pot, are dwindling, to put it bluntly. But that effect probably accounts more for the gradual acceptance and not the recent spike.
