29. Why do you think the 2d limits gun ownership to militia members

On its face, the 2d simply states that a purpose for private ownership of guns is to protect the security of a free state. It doesn't state that only members of a militia can own guns, but it does state that the "right" of "the people" (i.e., everyone) to own guns "shall not be infringed."
