Read the entire Amendment, including the half that Justice Scalia dismissed as "merely prefatory", and explain why, if the Founders had merely wanted to codify an individual right, they did not simply state that.


They did simply state that, just not in words or language you like...or understand correctly, or you wouldn't have asked.
