The reasoning was simple: Bush, who had been handed the office in a third-world style farce, needed to be "legitimized." That's what the elites wanted.

And since Dubya was utterly incapable of accomplishing that by his little self, his predecessor needed to be delegitimized to create the contrast.

Today, of course, the Clintons are the politicians-du-jour for the ruling class, so nothing too embarrassing must be mentioned.
