... the munitions for big guns on warships are separated into projectiles and propellants, or powder bags. They could have been just touching off the propellants so the gunnery teams actually have something to load. Such exercises are intended to polish the skills of the gunnery teams, as well as navigation and bridge staff.
Just a thought.
