When playing the general rule is that if you are not keeping up with a group in front of you the courtesy is to let faster players play through. Also you can speed up play. Stopping too long between nines gives following groups the right of way.

And every group should be treated the same way when it comes to keeping the course moving. It is important to have course awareness knowing if you are getting behind and adjusting you play accordingly. It appears there were many errors here.

Calling the police is a bit over the top. If the slow group was too slow then they are partly responsible. Now if they truly were treated differently then that is a problem.
