4. It really isn't clear who said it. Was it the father of the man being interviewed or the shooter?

I'm leaning toward it being the shooter who had just killed a black man and woman, both in their late sixties. It makes somewhat more sense than if it was the armed bystander saying it. Whoever it was, the reporter was left speechless -- literally.
