welcomes stories by new authors. They don't pay, but authors don't pay to submit either, and readers don't have to buy subscriptions to read there.
At the top of this page, you'll see different story categories.

Also in the left sidebar, under "AUTHORS" you can click "...AND MORE" for information on how to submit.

You should receive an e-mail confirming receipt of the submission. If you do not receive this email within a week, you should assume the story has not reached us.
Some people in my local writers group say it often takes longer than a week to receive a submission receipt from EofW, and maybe a month or more to hear if your story has been accepted for publication. EoW doesn't send rejection notifications, so I guess authors just have to wait, and after a couple of months or so, if they don't get an email from EofW saying their story has been accepted for publication, they can probably assume it wasn't.
I've been thinking of submitting a story there. It might not get published, but what have I got to lose?
