Then when questioned about it, from my understanding Harbaugh wasn't truthful about it. That allegation has not yet been resolved. Michigan suggested a self imposed 4 game suspension, which the NCAA turned down as not being sufficient, so instead, the university gave him a 3 game suspension. If 4 wasn't deemed enough, why poke them with a stick by giving him 3?
How is that a rules infraction that the coach didn't even know about ?
As far as Stallions goes, he paid surrogates to go to games, sit across the sidelines and film the signals of future opponents. In addition, there are pictures of him in disguise on the sidelines of a Central Michigan game pretending to be a CMU coach. It is irrelevant is the rule is "arcane" or not.
The university is responsible for the actions of their coaches, whether Harbaugh knew about it or not. That is the classic definition of "a lack of institutional control" That investigation isn't over either; the Big 10 is done with it, but the NCAA is not.
