It talks about using them to get an exact phrase, in the order you give the words. But putting quotation marks around each word tells Google (and, I'd guess YouTube, being the same company) to get results with each of those exact words in, but not necessarily in that order, or contiguous (as opposed to without quotes, in which case "YouTube treats each word as a separate loose suggestion and returns videos that match some or all of the terms in any order. With quotes, the search becomes literal." )
So
"November" "22" "1963"
gets dates written in the form "22 November" as well as "November 22". But the page does have to have each of them on it.
