Look at who owns expensive homes in Coronado, California. Retired or eventually-will-be-retired Naval officers. Typically connected with procurement and ONI. Where did they get their money?

Look at former Navy officers who own comparable homes in Hawaii. Look at other desireable areas. Again, where did they get their money?

From making accurate assessements with respect to military needs? Or perhaps not.
