2. I did a quick calculation using these numbers

Assuming the 39% or 36% actually voted for Clinton or Trump, Hillary would win popular vote by 52%-48% of Clinton/Trump voters or a 4% margin. But according to counted vote results she only won the popular vote by about 51.1% to 48.9% Clinton/Trump voters. I am excluding 3rd party candidates votes for simplicity. So apparently either a significant number who wanted Hillary to win didn't have their votes counted (or switched) or they just didn't vote. We are talking about approximately 2.5 million voters!
