If you lose control of the weapon because of theft or loss, that liability REMAINS with the registered owner until it is recovered...possibly for life.

Let's let insurance actuaries determine what the risk is, and set premiums accordingly. That's how the coveted "free market" is supposed to work. Let thos exposing society tot he risk, pay the costs.
