The GAO gets its funding from Congress. Newt Gingrich led their cut in funding in the 1990s, which gutted GAO, because he didn't agree with what they wrote about something - not sure of the details. If they take this on, there has to be some guarantee that the republican-led Congress will not cut their funding. trump and his republican toadies take vindictiveness to new heights (lows?), so caution might be called for here.
